THE REGULATORY ROLE OF REGIE IN LEBANON

In Lebanon, the tobacco industry occupies a distinctive role both economically and culturally. At the heart of this sector is the Régie Libanaise des Tabacs et Tombacs, widely known as the Regie. Established in 1935 during the French Mandate of Lebanon, the Regie was created to regulate and oversee the tobacco industry. Over the decades, its functions have evolved significantly.

The Exclusiveness Law, enshrined in Law Number 151 and overseen by the Ministry of Finance, enforces the state’s monopoly over the Lebanese tobacco market. The Regie is tasked with controlling every facet of the tobacco industry within Lebanon, including the purchase, cultivation, manufacturing, transportation, export, sale, pricing, and consumption of tobacco. Additionally, it serves as the sole distributor for all imported tobacco products. Its strategic alliance with Philip Morris International (PMI) plays a crucial role in its operations.

The Regie is also the exclusive authority responsible for issuing licenses to tobacco farmers, manufacturers, and distributors. This licensing system ensures that only approved entities can engage in the production and distribution of tobacco products. By regulating the number of licenses and enforcing rigorous compliance standards, the Regie effectively maintains control over the market, curbing illegal activities like smuggling and counterfeiting.
